Just wondering if it's possible to make a CD for a PSX without a mod chip that would have a NES & Sega emulator on it? Would a black CD do it or would I have to buy something on top of it?

You still need a mod chip. There's an area on any (legitimate) PSX disc which contains region information (US, Japan, Europe, others) about the disc. This area is located outside of the mechanical range of conventional CD burners. If the PSX finds no region code on a disc, it indicates this is a burned disc and the system doesn't start the software.
Unless you can find such a thing as a disc with PSX region encoding already pressed into it (and if such a thing exists, I haven't heard of it), you'll still need a mod chip to boot the disc.

That sucks, I was thinking of getting a PSX emulator to work since Lipitz took the dreamcast when he moved out. Though I thing the one I have may be modded. Anyone recommend a good PSX NES emu?

I just burned and played It Might Be NES (http://imbnes.gamebase.ca/index.htm) for my modded Playstation 1 and it works like a charm. Colors and gameplay are accurate, in fact it looks better than NesterDC. And it throws to 2nd base everytime. Sound is fine, some slight differences in sound effects but barely noticable. All-in-All a great emulator, PSX people should give it a whirl...
