so far i've played all_time_RBI and Scroope's 04 Rom.

You might want to check out TecmoTurd's 30-team and 28-team ROMs (http://www.rbibaseball.us/games/). There was also a 2005 version of RBI 3 at one point... I'll see if I can find the link for that.

Yeah, I'd recommend mine :) Also, my ROM is getting a major update after the season is over, so stay tuned for that as well...
