For us I started everyone at 1500. Basically if you Play someone with a low Elo and you have a high Elo, you're expected to win. You don't get as much of a gain if you win. On the other hand if you lose, the low score guy gains more due to the "upset."

Therefore whupping on one crappy person does you little good for rankings.
