The guys at TecmoWorld tried to start one of these, and interested parties were hard to come by there too.  Perhaps if you rounded up some of those guys, you could get a full roster.  I even flaked and dropped theirs before it started too.

I'm considering doing the same here, as I'm not sure I want another league commitment.  I dropped theirs cause my interest lies in the SNES version, not the NES one, and I didn't feel like putting in the effort.
