maybe i just read his explanation how it worked... and maybe he couldn't edit it, or hasn't incorporated it into his editor yet.

Here is the thread you were thinking of:

Basically, I'm going assign each player a BOP rating that's the same as whatever team they came from. I'll average these out, and the worst fielding team will take over Detroit's space (the worst fielding team in the game), etc.

So, I'll just take care of that during the ROM building.
