Any Rbi 2, Rbi 3 editors anywhere??

I've been looking and looking and I can't find it ANYWHERE on the net an Rbi 2 or an Rbi 3 editor!.... the closest thing I found to an Rbi 3 editor is this web based thing in which you can't edit any of the fields ah!!...  http://softerhosting.com/rbi/list.php?    can anyone PLEASE help me find a working one or if you can make one ::sighs:: please?
