It's that way in the actual ROM code - that's where they got the actual player ratings (other than the stats you see on the screen) as well.  The game loads all pitchers' ratings from the same location, giving them all 64 contact, 640 power, and 118 speed.

There have been hacks created to allow per-pitcher hitting stats, but that was added to the game, not available in the original.
