About to step out of the house and we lose power short term, my UPS decides not to work or turn back on after power is restored.  Guess I'm on power strips until tonight...

What are the power requirements of this "new" UPS? I've never seen one lower than 30 amp 240 volt.

Nope, these are meant to run on normal 120/15 lines, basically anything with a battery to prevent power loss is called a UPS.  This is a higher one rated at 1500VA that does line conditioning, though it's quite old.  Most cheap UPSes basically provide the outlet power and switch to the battery when it senses a loss, these provide clean power from the battery and use the outlet power to charge it.  This lets you filter from brownouts, spikes, etc.
